CentrePort Canada Way: General Traffic Management Approach
SLCP implements a Traffic Management Plan (TMP) that governs the overall strategic approach to maintaining the flow of traffic during construction. The TMP is approved by the Government of Manitoba and addresses traffic-related matters within the provincial construction project right-of-way, as well as with existing local government roadway tie-ins. The TMP is also designed to provide and maintain safe access and passage for all traffic, and to reduce impact on day-to-day peak hour traffic operations.
The TMP approach is to keep traffic on the existing PTH roadways as much as possible, and keep existing intersection geometry, where possible, until PTH 101 northbound and southbound traffic is moved onto the new roadway (with the exception of the temporary detour section on PTH 101).
Intersection closures or reduced capacity detours related construction activities would be planned to occur after hours, where appropriate, in accordance with approved traffic control plans.
Stage 1 – Completed
- Temporary closure of Saskatchewan Avenue just east and west of PTH 101 (occurs in two stages with east side closure first followed by west side)
- Temporary local lane closures on PTH 101 within construction limits for roadworks activity. One lane in each direction maintained
- Local access to properties maintained
- Construction of temporary road detour and rail crossing work occurs primarily off-street
- Temporary street lighting at designated locations on detoured roadway
- Area preparation work along project corridor
Stages 2 & 3 – Ongoing
- Relocate northbound and southbound traffic from a section of PTH 101 to the temporary detour. In north and south areas of PTH 101, motorists continue to use PTH 101. All northbound and southbound traffic reduced to a minimum of one lane in each direction
- Access off PTH 101 during Red River Exhibition maintained throughout construction
- Site preparation, utility relocation and road widening activities occur along the PTH 101 corridor outside of travelling public lanes, and along project corridor
- Temporary turning restrictions in effect at times
- Construction of utilities, roadworks, overpass structures and turn bays
- Rehabilitation of Summit Road between Saskatchewan Ave to CentrePort Canada Way
Stage 4 – Occurs in 2012
- Construction and area finishing work, and traffic gradually restored to the permanent PTH 101 roadway
- Sask Ave re-opens to new east/west configuration
- CentrePort Canada Way interchanges and roadway open to traffic by Government of Manitoba by August 31, 2012 (this date is subject to change).
